2.8bsd on 11/23 with RLs

It is worth noting that 2.8BSD does not try to be a complete standalone
distribution that replaces V7.  Rather it was intended as an overlay on
top of V7.  The boot stuff was put in to help boot on a bare machine,
but it was always intended that you should read in your V7 tape.

The reasons for this are that (1) if a complete, self-sufficient
distribution, like 4BSD, were done, it probably wouldn't fit on one
tape, and (2) there isn't enough disk space at Berkeley to store such
a complete distribution.
