Emulex TC02/Cipher tape drive on 2.9bsd

The Civil Engineering Dept here purchased an Emulex TC02 and a Cipher 1/2"
streamming tape drive.  They have 2.9 bsd running on an LSI 23.  The
problem they have been having is accessing the tape drive.  It attaches
fine; but when they try to read or write anything to it errors out with
ts0: not on line.

I have tried the tape drive and the controller on a Qbus 4.2bsd system
and it works fine.  Has anyone had simular problems?
