Running out of swap space

One of the clients here has been complaining about no swap-space. The system
is a sun-3/50 served by a Sun-3/180 running 4.0 OS. The client was allocated
16M of swap-space when created. The incident seems to occur when a commmand tool
is opened for use. The user does not have "a-lot-of-stuff" running, but some
considerable amount.... 
Any comments/clues....
