The ECPA supersedes the Communications Act of 1934 in this area.  It prohibits
the unauthorized reception of certain classes of radio transmission,
 particularly
cellular telephone and encoded broadcasts like HBO.  It specifically prohibits
any ATTEMPT to decrypt encrypted communications.

  Yes, that is an interesting law.  It is generally viewed (IMHO) as
a sop to overcome the initial worries of the cellular telephone industry
over security of transmissions and the public's perception of the
non-security.  So they inserted clauses into the law which legislated
it as being secure(!)  Shades of Alice in Wonderland - words mean
just what I legislate them to mean.
