What do you recommend for software projection management?

Is there any software project management system available which is
easy to use and effective?  Have you used the SPMS Software Project
Management System, which is part of the user contributed software
in 4.2 BSD Unix?  If so, what are your impressions of it?  Are there
any software project management systems which I should avoid?
