.sh NAME
public \- make files available to the rest of the world
.sh SYNOPSIS
.bd public
file ...
.sh DESCRIPTION
.it Public
places copies of the argument files in the directory
.it /usr/public
changing the ownership
of the files to the user ``public.'' 
All users of the system can then access these files.
Mode bits are preserved by the copy.
.sh FILES
/usr/public/*
.sh WARNING
Don't use public as a garbage can. To much of this
will make public (and perhaps the offending user) go away.
