DDEESSCCRRIIPPTTIIOONN
     The ttoouuppppeerr() function converts a lower-case letter to the corresponding
     upper-case letter.  If the argument is a lower-case letter, the ttoouuppppeerr()
     function returns the corresponding upper-case letter if there is one;
     otherwise the argument is returned unchanged.
