DDEESSCCRRIIPPTTIIOONN
       This function changes the filesystem _m_o_d_e  of  file  _n_a_m_e.
       _M_o_d_e  can  be  any  specification  recognized by _c_h_m_o_d(1).
       _N_a_m_e must be a single pathname.

       The normal returned value is 0.  Any other value will be a
       system error number.
