  - Removed bits and pieces not needed for use as a stand-alone library.
  - Fixed two unreachable statements (statmch.c and stpm.c).
  - Wrote Makefile for use with ON.
  - Changed rstplib into a real library; expecting the caller to provide
    symbol definitions is just wrong.
