.I Stime
sets the system's idea of the time and date.
Time, pointed to by
.I tp,
is measured in seconds from 0000 GMT Jan 1, 1970.

.I Settod
sets the VAX hardware time-of-year clock
to
.IR toy ,
and returns the previous value.
When the system is booted,
the system's time is set from the time-of-year clock;
while the system is running,
the time-of-year clock is examined periodically,
and the system's time adjusted slowly
if necessary
to make the two agree.
