I am not entirely sure it was already available on 1.0, it was around on 2.0.

You got OSI via the "DECnet Plus OSI” and I seem to recall needing a PAK for it.

eolo:~/sys/PAKs/PAKs-DECcampus/paks_unix$ ls *osi*
decnet-osi-end	decnet-osi-ext
