[TUHS] shell escapes in utilities

Eh ... I don't know about that.

I routinely use :'<,'>!sort or some similar external filter program on 
lines in the file that I'm working with.

:'a,'b!base64 -d

Maybe I'm in the minority in doing such things.

My understanding is that those require shell escapes to function.
