[TUHS] 3bsd tape image

Thanks for all the input. Since apparently the tools are not there to
rebuild the kernel
I hard coded EST into date.c. That is dirty, but it works.

Also missing sleep and cut commands so I brought them over from
Version8-VAX780 and they work.
