IBM did not give bonuses for publishing when I was there (1975-1989), so 
if that stopped in 2005, it sounds like an aspect of the Gerstner era.

IBM when I was there strongly encouraged/rewarded patents, and formally 
disclosing lesser innovations. There were also significant cash awards 
for "Outstanding Innovations/Inventions," and annual corporate 
recognition events celebrating those.
