pcc-libs is only needed in a stand-alone environment.

In a hosted implementation the target host's native headers and
libraries (and assembler and linker) are used.

For example I can use the pkgsrc version of pcc, which unfortunately is
"ancient" (20151001), to build runnable programs on various NetBSD
ports, including amd64.
