Agreed, and for at least three different reasons:

1) At any time, a regime may decide to cut off foreign access to
information hosted in their jurisdiction.

2) At any time, a regime may decide to forbid or even criminalize the
possession of that information within its boundaries.

3) At any time, war or civil unrest may destroy that information.
