That's because it was not released in V7.  pic left the labs as an
unbundled component/tool, like the Korn shell, asd, mk, nawk, and nmake
(ditroff was part of the later "toolchest" ditroff distributions; it might
have been part of the original ditroff for the v6/v7 release that included
the new C compiler).  IIRC, the toolchest version was enhanced.

That said, the entire ditroff system was part of V8, and pic can be found
in /usr/src/cmd/pic.  I think that should be close to what was in the
toolchest version.
