[TUHS] UNIX Program Generic Issue 3 Successfully Resurrected

Just a little PG3 update, I've finished the first pass of my manpage
sources reconstruction for the manual.  This will serve as the
substrate of a more accurate reconstruction which I'll be taking
a bit more time on.  Errors are numerous, the second pass will be more
worthy of regular on-line reference, but the important bits are there.

There are tags for the V6 manual I started with as well as PG2 and PG3
revisions.  There are at least 5 typos I know of as of the pg2 tag...
meaning more I don't know of probably.  I plan on doing a second pass
with proper verification via groff and maybe a V6 emu.

Curiously the Program Generic manuals lack a man(I) command, and indeed
no manpage sources were found amongst the PG3 materials discovered. The
sources were obviously maintained somewhere but out of general
distribution.  Unfortunately I can't guarantee a 1:1 reconstruction,
just quite close typesetting reproduction, but my main reason for this
exercise was machine readable (and temporally diff-able) sources for
incorporation in larger efforts to reconstruct other manuals as well as
trace development of features.

Anywho, figured I'd share.  The second pass will hopefully also result
in reconstructions of the MERT Release 0 and CB-UNIX 2.3 manuals, as
both are genetically related to the PG3 manual.  With this done I'll
also beef up the PG3 wiki page[1] with detailed changes.
