 The Hurcules Graphics Station does have a full VGA card built in,
but it does not use an interrupt (3 or otherwise). I am using one
in this machine right now...   BTW, the AGE server is pretty quick
but for the same or less money you can have an R4 dev version that
supports the HGSC, the 8514 and other 1024x768 options (as well
as lower res ones) from MetroLink. I am using that now too, though
the Hurc server is still beta and the package still needs some
polishing overall (they are working on it though).

 The NEC Graphics Engine uses DGIS.

 Paradise makes one (very picky about what else is in the machine and
what machine it is in), Matrox makes one and a few others do as well.
The Paradise and Matrox ones can run non-interlaced, I can't say for
the others except the IBM one which can not run non-interlaced.
For the money, you are better off with a TIGA card like the HGSC.
