login limits on Ultrix for Microvax I

I guess I should clarify my previous query since it has been misunderstood.
I am not suggesting circumventing a *legitimate* login limit.  However,
we are finding logins limited to less than the 4 that the licence allows.
This, I assume, is a bug, for which I am seeking an explanation and/or a
work-around.
