login limits on Ultrix for Microvax I

We have a Microvax I with Ultrix.  It is licenced for 4 users, but
frequently limits the number of logins to fewer than 4.  It does not
seem to be accounted for by UUCP traffic.

Does anyone know how DEC enforces this limit or whether this is a bug?
If a bug, can it be circumvented?
